Hire and instant fire staff should not affect morale if not enough positions to be manned are available.

The morale penalty is light and very temporary. And employees that aren’t staffing an item still work in the casino and offer a smaller benefit.
Also, unhappiness comes from all firing. This enforces a need for careful planning and adds to the strategy of running the casino. Imagine hiring someone, and then firing them on their first day. The staff isn’t going to respond positively to that.

I get what you mean. But in this instance I didn't even close the pop-up window. So it's more like a "thought" by the manager, rather than it already being executed :)
