The ability (as a player) to feed Pidgeons

Suggestion: The ability (as a player) to feed Pidgeons we see in the streets/sidewalks. Suggestions on feed= Bird Seed, Popcorn. TY! :-)
Players buy the feed (with Chips) from a current in-game entity... maybe from James or ?
