Invite to closed floor in a casino
We should be able to invite people to our casinos to the floors we have closed. Just like we invite people to our condo's.

When I designed my first casino's second level and opened it, I had a hard time as everyone walked in and out as they noticed it wasn't done. I learned With the VIP in the elevator after I paid 25 cps. I could disable and enable at will. Manage my list. Currently I am the only person that can go up to the second level of my current casino I am working on. However, if I want to do a bomb trade, I have atms up there and I enable that name only. After the trade disable it.
