You can win the jackpot in a tournament, but just like there is a minimum pot size to win it at a cash table, there is also a minimum tournament entry fee that has to be paid to be eligible for the jackpot. the Medal says win royal flush jackpot, not just hit a royal flush, so you would need to get it while eligible for the jackpot to get the medal.
