Lost address - no person, just letter
About half of the Lost Address buildings have an envelope icon with no person underneath it.
I can still click the space where the person should be and deliver the package, or get the "wrong address" message, as appropriate.
I haven't noticed it being consistent between any location, and it's not correlated with whether or not the location is the correct location.

There was an issue with the generation of characters for some NPCs. This should now be fixed.
