I think it would be great if we were given some sort of a staging area to do all of our item upgrades. I know one way to circumvent real-time loss is to build a floor, keep it closed, and do all the upgrades there. But at some point that floor needs to be open for business (particularly on the casino side).

So rather than make us waste a floor or make us lose money while waiting for upgrades to complete, give us some sort of staging floor or just allow us to upgrade vaulted items. Why is this a bad idea?
