Improve the quickchat to fit longer text.

Have persistent chat option with like a "sticky" chat bubble that doesn't go away until you use local chat or another sticky chat message. Have this in a different color like blue or red to indicate it's a persistent one.

Have a ticker like global message option:
-1 line text in top or bottom of screen that passes your message twice (could potentially be linked to radio and tv advertising option)
Where radio will only show it once every hour (with a repeat) and only if user clicks send button. Button is deactivated after clicking and only available again in an hour (cooldown period).
Tv can show it 3 times per hour for example.
