This is More of a Trial and Error idea, and the only way I can Think of it is to explain it.

Basically it a Larger Plots of Land with a Bigger Casino/Casinos But there is a Possibility to Make a Large, Medium, Supper Casino, the Objective Events Could Range From Running the Casino out of Business(NPC Casino Owned) too Buying Stock in the NPC Casino or just having a Lounge Area for Players Socialize.

I guess it a little hard to imagine from the dez's (my Self as well Point of view as being there is only One Viewing Angle, maybe an Air Space Tax for Casinos with lots of Levels or Obstruction of View to pay To other Player lol
