Hi,
I have encountered the same problem. During the mission I picked up the Flying Piggy Bank and received the double experience bonus. I didn't notice, but once I completed the 10 scouts, the counter goes up every time I meet a group of pigeons. Even if I have met the pigeon group before, the encounter adds another digit. I had 20/10 encounters and still I had a mission I had to complete first.
I then failed the mission and accepted again. Same result: 10/10 isn't accepted.
