Mail Mission
I am sometimes having an issue with either A. No npcs showing up at all after starting the mission or B. There are plenty of npcs but no mail (envelopes) above the heads - they some times show up if I travel around after a few times or so, but this waste so much time (some times takes 5-10 travels)

This mission has been completely redone in b160.

I have noticed it is not related to the mail missions entirely just the way npcs are. Even without the mail missions I have noticed no npcs showing up in casinos, I need to sometimes refresh a few times before I see them
