Marking this as completed since we haven’t heard any more reports after the last fix. Please let us know if the problem occurs again.

We're releasing a couple fixes for the chip races this week. Let us know if that helps with the problem.
The cooldown for races is only 10 minutes if you failed.

Another odd thing is the time, from the time stamp it's showing a ten minute cooldown, but chip races are usually an hour
