Mission giver does not render until leaving and coming back
Step 1: Go to condo
Step 2: Leave condo, spawning at the center of the world (See the top screenshot)
Step 3: Go east until the fountain area is off the screen
Step 4: Return to the fountain. The Slot Master mission guy is now visible. (See the bottom screenshot)

Fixed in an earlier version.

I just saw it happen again. I left the condo, spawned where you see me in the screenshot...

...then left, then walked back and he was actually right next to where I spawned.
