I'd like hedges, fences and walls to be able to overlap
either that or have half length versions available to allow design flexibility for inside and out.

At least for now this won’t be possible as the game is built on a 64×64 pixel grid system. Two items can’t occupy the same grid space and if they overlap it causes other issues. However, we will continue to release more varieties of items to do lots of different customizations.
