would a filter list for those begging be a good idea

in the game people beg for chips when it is extraordinarily easy to get chips on their own without begging

on the same idea as if you get put on a no fly list nobody can help you fly i am wondering if a no beg list can be a good idea if implemented

this would basically mean if you beg you get put on a no beg list nobody can help you by transferring you chips

i understand that this might work like an ignore button or this might end up with a ban for the beggars but it might also be a solution to a running problem
